Uttarakhand Hilltop Homestay Subsidy Reaches ₹79 Crore, Locals Only Eligible
Uttarakhand has disbursed ₹79.28 crore as homestay subsidy to 537 beneficiaries in the last four years. The subsidy is limited for permanent residents who own and reside in the building. The money is under the Deendayal Upadhyay Home Stay Vikas Yojana, which funds any guesthouse in Uttarakhand or a hilltop homestay. In hilly areas, it is 50 per cent of the project cost up to ₹15 lakh. This credit is available for construction only and cannot be claimed by non-residents.
₹79.28 Crores Distributed to 537 Beneficiaries in Four Years
The Bharat Now quoted the state as saying that in four years, ₹79.28 crore was released to 537 beneficiaries. That works out to around ₹14.8 lakh each on average, by our own calculation, suggesting that most awards went to projects in the hill area close to the cap. 258 more persons have been affected by the separate “Meri Yojana Meri Sarkar” initiative for trekking traction center homestays. The two methods are separate and the numbers should not be added.
How much is the subsidy for a Hilltop Homestay?
In hill areas, the subsidy is up to 50% of the project cost, subject to a maximum of ₹15 lakh. In plain areas it covers 25% capped at Rs 7.50 lakh. The earlier district guidelines provided for a reduced hill rate of 33% up to Rs 10 lakh. Consult your district tourism agency for the current rate before you set a budget.
| Area | Subsidy | Max. |
| Hill areas | Upto 50% of project cost | ₹ 15 lakh |
| Plain areas | 25% of project cost | Rs. 7.5 lakh |
Uttarakhand Permanent Residents Only Eligible
You need to be a permanent resident, own a residential building and live there, for example a calm home in a village, ETV Bharat says. The owner might operate the homestay him/herself or choose an authorized operator through a signed agreement. The unit needs to be registered with the tourism department. The same source says registration is allowed in Nagar Panchayat and rural areas but also calls the plan applicable in rural and urban areas so check your property’s category locally.
Can outsiders or non-residents lay claim to it?
According to Indian Masterminds, the revised policy excludes homestays for non-state residents. A non-resident is not allowed to register under the homestay category or to claim the award. Similarly, outsiders suffer similar restrictions in neighboring Himachal, where non-agriculturists need government approval to buy land, as we highlighted in our Kasauli property report. If you are not from Uttarakhand, then contact Uttarakhand Tourism Development Board and find out what other registration type is suitable for a small stay business.
How to Register Homestay Uttarakhand
For registering a homestay in Uttarakhand, you go through the tourist department. The revised guidelines drive the process online with digital verification and online renewal. The rules make it essential to renew the registration every five years. Your district tourism office will be able to tell you what documents you require. The subsidy is not included in the registration so check if clearance has to be given before building starts.
Only a few of the registered homestays have received subsidy
As per Indian Masterminds, till January 2026, more than 6,000 homestays were registered where Nainital was first, Dehradun was second and Pithoragarh was third. ETV Bharat’s report of May 2026 puts the number at more over 5,000. So the count depends on the source and the date. The same research indicates that 1,500 owners have benefited from subsidy since 2015. This implies most of the registered homestays continue to operate without a grant.
What the subsidy will not do
The funding is for construction so the owner pays for the running costs and the slow months. Income for homestays in hill station towns is seasonal: In September, a Shimla off-season, hotels had around 20% occupancy, but Himachal’s hill stations touched 80% to 90% around New Year, as per our Shimla and Kufri occupancy statistics. A quiet property on a hilltop can fetch higher rates in peak months, but a hilltop homestay needs reserves for the lean months as well. Expect that gap before you acquire a bank loan to build.
